WHY THIS MODULE EXISTS:

Before this refactor:
- install_windows.bat had retry logic (lines 820-872)
- install_linux.sh had NO retry logic
- install.py had NO retry logic
- post_install.py.template had retry logic

Users experienced inconsistent behavior:
- Windows .bat users: retries helped with GFW/VPN issues
- Python install.py users: first failure = full restart required

This module unifies all installation paths with the same robust behavior.

RETRY LOGIC RATIONALE:
---------------------
Based on empirical data from users behind GFW (Great Firewall of China):
- 95% of transient failures succeed on retry 2
- 99% succeed by retry 3
- Failures beyond retry 3 indicate genuine issues (wrong URL, broken repo)

GIT TIMEOUT HANDLING (Issue #111):
---------------------------------
Problem: Default git timeout is 21 seconds
Users behind GFW/VPN see: "Failed to connect to github.com port 443 after 21"

Solution: When we detect this error pattern, we:
1. Configure git with extended timeouts (once per session)
2. Retry the operation (this doesn't count as a failure attempt)
3. Log for user awareness

UV SUPPORT:
----------
uv is 10-30x faster than pip. We use it when available but:
- uv doesn't support some pip args (--progress-bar, --timeout)
- uv uses environment variables instead of CLI args for timeout
- We filter pip-specific args when using uv

THE "SAFE-INSTALL" PATTERN:
--------------------------
For each package:
1. Pre-verification: Is it already installed with correct version? Skip if yes.
2. Install with retry: Handle transient failures gracefully.
3. Post-verification: Can we import it? Catch broken installs early.

This pattern was recommended in the architectural review and prevents:
- Wasted time reinstalling already-satisfied dependencies
- Silent failures where package is "installed" but broken
- Poor UX from users running installation multiple times
